I'd take a good guesstimate that if it's planned and announced like that it's probably meaning their upgrading/repla cing equipment that is typically always on.

they did give a reason, they will be working on overhead lines to increase line capacity and improve service reliability in the neighborhood. It makes sense, I'm just annoyed.
