I'm curious is it legal for a business to give away alcohol without first obtaining an OLCC license or temporary permit?

In my mailbox today I found a planned outage notification from Portland General electric Customer Relations. Sunday February 17th - Monday February 18th power will be interrupted for up to 5 hours between 11pm and 5 am. Tuesday Morning I was reminded the Chicago Bulls were in town when a few of them, including Ben Wallace, Andre Nocioni, and Joe Smith, came into my store for coffee and breakfast. You don't realize just how tall those guys are until they are 2 feet away from you! I got home this afternoon and got a message from my sister saying "check your mail!". I run down to the basement to find my mailbox contains two very wonderful things.
